*Longfield was elected to the Canadian House of Commons in the 1997 general election. The remaining members of council chose Ross Batten to be her replacement until the 1997 municipal election.
*Ross Batten was a ward councillor in Whitby from 1980 to 1991, representing communities on the northern outskirts of town. He opposed a plan by Canada Post to designate local postal workers as contract-employees rather than full-employees in 1988, arguing that it could result in the office being shut down.〔Philip Mascoll, "Whitby joins fight against post office", ''Toronto Star'', 29 March 1988, E18.〕 During the 1988 municipal election, he was described as a forty-four-year-old computer consulting firm president.〔"Whitby candidates for town, regional councils", ''Toronto Star'', 8 November 1988, E23.〕 Batten was elected to a Whitby seat on the Durham Regional Council in 1991, highlighting tax controls as his main issue.〔Valerie Hill, "New faces a certainty for Whitby council", ''Toronto Star'', 24 October 1991, SD5.〕 He was elected for the third Whitby seat.
